The National Institute of Disaster Management, established under the Disaster Management Act 2005, has been assigned the nodal national responsibility for human resource development, capacity building, training, research, documentation, and policy advocacy in the field of disaster management. This institute is headed by 42 members apart from the secretaries of various nodal ministries and departments of the Government of India and the State Governments and heads of national-level scientific research and technical organizations. The institute has a 16-member governing body, headed by the Vice President of the National Disaster Management Authority. The Executive Director handles the day-to-day administration of the institute.
The Institute of Disaster Management Act 2005 has been entrusted with, among other things, the following tasks.
1 Development of training modules, research and documentation work in disaster management and organization of training programs
2 Formulate and implement a comprehensive human resource development plan covering all aspects of disaster management
3 Provide support in policymaking at the national level
4 Provide necessary support to training and research institutes for the development of training and research programs for various stakeholders.
5 State Governments and State Training Institutes in the form of state-level policies, strategies, disaster management framework, and any other assistance required for capacity building.
Provide support
Develop educational materials for disaster management including 6 academic and vocational courses.
7 To promote awareness among stakeholders including college/school teachers and students, technical personnel, and others involved with multi-threat mitigation preparedness and response measures.
8 To undertake, organize, and facilitate study courses, conferences, lectures, seminars to promote disaster management within and outside the country.
9 To take up publication of journals, research papers, and books and provide assistance for them and establish and maintain libraries, etc.
National Disaster Management Authority (NDMA) -
A National Disaster Management Authority headed by the Prime Minister and under the National Executive Committee of Secretaries (NEC). The tasks assigned to the NDMA and the responsibilities assigned are listed briefly below.
(1) To formulate policies on disaster management.
(2) Approving the National Plan and approving the plans prepared by the Ministries / Departments of the Government of India as per the National Plan.
3 To determine the guidelines to be followed by the State authorities for preparing the schemes by the State.
4 Implementation of various Ministries / Departments of the Government of India for their development plans and projects for the purpose of integrating measures for disaster prevention or for preparing plans by the state to mitigate their effects. Determining the guidelines to be followed.
(5) To coordinate the enforcement and implementation of policy and plan for disaster management.
(6) To recommend the provision of funds for the purpose of governance.
(7) To provide assistance for major disasters of other affected countries to be determined by the Central Government.
(8) To take such other measures as may be necessary, for the prevention of disaster, or for mitigation or preparedness and capacity building to deal with a disaster or situation of the potential hazard.
(9) To formulate comprehensive policies and guidelines for the functioning of the National Institute of Disaster Management.
(10) To provide the authority to the department concerned to make emergency purchases of rescue and relief materials or provisions for a disaster or disaster containing a potential danger.
(11) General superintendence, direction, and control of the National Disaster Response Force (NDRF) constituted under the Act to deal with the situation of a potentially hazardous disaster or as an expert in disaster.
(12) To recommend guidelines for minimum standards of relief provided to persons affected by disasters.
(13) To recommend relief for the persons seriously affected by the disaster in repayment of the loan or for grant of fresh loan on concessional terms.
